Digital Inclusion and Digital Accessibility

We implement various measures under the “Smart Silver” Digital Inclusion Programme to help the elderly and other people in need (including the ethnic minorities) to master digital skills so they can fully enjoy the benefits of a modern digital society. These measures include help desks providing technical support on use of smart phones and digital service, basic and advanced courses on digital service and technology, and an online learning portal on digital technology.

We also implement the Digital Accessibility Campaign to promulgate accessible design in websites, mobile applications and other digital services with a view to facilitating persons with disabilities to access online information and services.

“Smart Silver” Community Digital Inclusion Programme

The Social Innovation and Entrepreneurship Development Fund (SIE Fund) allocates $100 million to subsidise district service organisations to set up community and mobile help desks for digital service as well as organise activities in all districts across the territory to provide technical support and basic training on digital service to the elderly and other people in need (including the ethnic minorities).

For the elderly with basic knowledge of digital technology, DPO supports Elderly Academies operated by the universities to offer free advanced courses on digital technology, e.g. AI, blockchain, robotics, cybersecurity, low-altitude economy, etc.

Digital Accessibility Campaign

Digital accessibility is to promote that the digital contents are available for all, including not only persons with disabilities but also persons with specific difficulties such as the elderly and persons beset with colour-blindness, cognitive and physical issues such as dyslexia, epilepsy, etc. An accessible digital content not only helps deliver messages wider across, but also improves the general usability for all users. It helps building a caring and inclusive society.
