Opening Remarks by the Acting Commissioner for Digital Policy, Mr Daniel Cheung, JP, at the “CCX-MioTech Merger Event” (with photos)

Professor Mao (Founder and Chairman, CCX Group, Professor Mao Zhenhua), Dr Yan (CCX-MioTech Chairman, Dr Yan Yan), Mr Tu (Founder, MioTech, Mr Jason Tu), distinguished guests, ladies and gentlemen,

Good afternoon. It is a great honour to join you at today’s CCX‑MioTech Merger Event. My sincere congratulations to CCX Group and MioTech on your successful merger.

This merger is the integration of expertise, data and technology. By combining CCX Green Finance’s credibility in assessment and certification with MioTech’s strength in AI-driven sustainability solutions, CCX MioTech is positioned to deliver comprehensive, intelligent and globally competitive ESG services. I believe this integration will reinforce Hong Kong’s position as an international hub for both green finance and AI innovation.

This milestone also marks one of Asia’s leading ESG and sustainable development services platform, demonstrating the cross-sector collaboration and tech-driven innovation that Hong Kong continues to foster. Our commitment is deeply rooted in our nation’s development strategy. The National 15th Five-Year Plan has reaffirmed Hong Kong’s important positioning as an international innovation and technology (I&T) centre. To align with the Plan, the HKSAR Government will soon announce the First Five-Year Plan for Economic and Social Development on 16th of this month. It will provide a clear roadmap for Hong Kong’s economic and social advancement, strengthening our I&T ecosystem, enhancing integration with national development and ensuring sustainable growth for the city.

To realise this vision, we are advancing the “AI+” initiative and we know that progress rests on a foundation of computing power. Today, Hong Kong’s overall computing capacity has reached 5 000 PFLOPS. Looking ahead, the Sandy Ridge Data Facility Cluster will be a key driver for the AI industry in Hong Kong. By 2032, it is expected to provide 180 000 PFLOPS of computing power, which is equivalent to 36 times Hong Kong’s current capacity, powering the next wave of industrial-scale collaboration.

Beyond infrastructure, we are cultivating talent and innovation. We have established the Hong Kong Artificial Intelligence Research and Development Institute, which will commence full operations later this year. The Institute aims to facilitate upstream AI R&D, the midstream and downstream R&D outcome, and the expansion of use cases. It will also serve as a bridge connecting the Government, academic institutions, research entities and the industry to accelerate the journey from the research lab to the marketplace.

Speaking of ESG, the Government has recently launched the ‘AI for All’ inclusive programme to cultivate local AI literacy, offering workshops, seminars and competitions to enhance public understanding, strengthen application skills, and encourage safe adoption. In essence, the initiative anchors Hong Kong’s AI strategy in solid ESG principles, advancing the social pillar by driving AI literacy across all walks of life while maintaining ethical public safeguards.

As we look ahead, Hong Kong will continue to attract and support I&T enterprises with world-class computing power, supportive policies and funding. We stand ready to work with industry to deepen cross sector collaboration and fully harness Hong Kong’s unique advantages. In closing, I wish CCX-MioTech every success in this exciting new chapter.
