Good morning, Chair and fellow colleagues,
It is a privilege to speak at this session to share Hong Kong, China (HKC)’s commitment to building a trusted, efficient and innovation-driven digital economy. In today’s interconnected world, HKC is resolute in advancing forward-looking digital policies that meet the evolving needs of our society. Through comprehensive strategies for the multifaceted growth of the digital economy, we are determined to tackle challenges while seizing opportunities in this dynamic digital era.
HKC has successfully developed the “iAM Smart” mobile app platform to serve as a one-stop personalised digital services platform. This innovative application enables citizens to use a single digital identity to access online services across government, public and private organisations in a secure and convenient manner. In 2025, HKC achieved a major milestone with the full adoption of “iAM Smart” by all government departments, thereby providing a “single portal for online government services” and enhancing citizens’ access to digital government services.
To extend digital identity services beyond individuals to corporations, we are pioneering the “Digital Corporate Identity” (CorpID) Platform. This initiative will empower corporations with secure digital identity verification and seamless access to the full range of government-to-business digital services. To support its development, we launched the CorpID Sandbox Programme. This free simulated environment allows service providers, including public and private organisations as well as government departments, to conduct proof‑of‑concept testing and develop applications. The Sandbox also acts as a catalyst for building the CorpID ecosystem, accelerating corporate digital transformation, and strengthening HKC’s overall business environment.
HKC is also committed to advancing Artificial Intelligence (AI) development. For example, an “AI Assistant” will be integrated into “iAM Smart” and “CorpID” platforms, providing personalised services and prompt responses to user enquiries. In particular, the CorpID will recommend suitable subsidy schemes and public service support to enterprises, especially small and medium enterprises, helping them reduce operating costs. Together with other AI initiatives, we are working at full steam to create a dynamic AI ecosystem, establishing HKC as an international hub for AI innovation and injecting new momentum into our economic growth and transformation.
HKC’s role as a regional convenor was exemplified in 2025 when we hosted the World Internet Conference Asia‑Pacific Summit and the InnoEX. The Summit brought together government representatives, policy-makers and industry leaders from over 50 countries and regions worldwide for in-depth exchanges on high-quality innovation and technology (I&T) development, regional digital collaboration and new growth opportunities for the Asia Pacific region. InnoEX is a flagship international I&T exhibition showcasing cutting-edge solutions and fostering global partnerships. It gathered I&T elites, enterprises and buyers from the Chinese Mainland and overseas to jointly promote I&T advancements and explore global partnerships. This year HKC will once again host both events, and I warmly invite all of you to join us in deepening exchanges that will accelerate the digital economy development across the APEC region.
In conclusion, HKC will remain dedicated to striving for digital cooperation. We look forward to continued partnerships with fellow member economies, sharing best practices and jointly advancing the development of digital economy for the collective prosperity of our region. Thank you.
