Good afternoon. It is my great honour to join you once again at the 2025 Hong Kong Most Innovative Knowledge Enterprise (MIKE) Award Presentation Ceremony. Today, we celebrate the remarkable achievements of 15 award‑winning organisations, drawn from a wide range of industries and government departments. Each has demonstrated excellence in innovation, knowledge management, and the continuous pursuit of advancement.
The MIKE Award is more than a recognition of outstanding performance. It is a platform for showcasing innovation, exchanging best practices, and inspiring others. This year’s winners exemplify how dedication to knowledge management and intellectual capital can drive organisational success, create stakeholder value, and strengthen Hong Kong’s position as an international innovation and technology centre.
I am particularly pleased to witness the growing commitment of government departments to innovation, and the recognition of their achievements. This commitment highlights that innovation is not confined to the private sector. It is equally vital in public administration, where efficiency and responsiveness have a direct impact on the lives of our citizens. The Government is firmly determined to position Artificial Intelligence (AI) as a core element for Hong Kong’s future development, and is advancing the “AI+” strategy to drive deep integration of AI across all sectors. By adopting this strategy, we aim to harness AI not only as a tool for productivity, but also as a transformative force that reshapes how services are delivered, policies are implemented, and opportunities are created.
To accelerate this transformation, the Government is utilising AI in public administration, setting a model for AI‑enabled governance that enhances efficiency, responsiveness, and service quality. Reflecting the Government’s priority on AI, the Deputy Chief Secretary for Administration leads a dedicated team to drive technological reform, coordinate departments, and identify opportunities to re‑engineer workflows. The Government targets to progressively introduce AI tools and flagship projects, leveraging AI to optimise efficiency in departmental workflows, particularly in processing of applications for licenses and permits.
Beyond public services, the Government is actively promoting AI+ development across the wider community. To support responsible and trusted AI adoption, we have introduced clear guidelines to strengthen AI governance, uphold data ethics, and control risks, building a safe and reliable environment for innovation in Hong Kong. In the financial sector, the Hong Kong Monetary Authority (HKMA) and Cyberport have launched the second round of the AI Sandbox, enabling more financial institutions to experiment with AI solutions safely. The HKMA is also developing an AI model evaluation approach to strengthen system security and testing standards. On the legal front, the Department of Justice will establish an inter-departmental working group to review legislative frameworks and better support the wider application of AI in Hong Kong, while protecting stakeholders’ lawful rights and interests. These efforts demonstrate our holistic approach to combining technological ambition with strong governance, ethical safeguards and legal clarity, so that innovation can flourish and Hong Kong can continue to lead in a trusted, responsible AI environment.
From public services to business applications, AI is becoming a catalyst for efficiency, resilience, and growth. Realising its full potential will require collaboration across government, industry, and the community. May today’s recognition inspire further innovation, deeper collaboration, and greater achievements in the days to come. I wish you all a rewarding and memorable experience at this ceremony.
