Good afternoon. I am delighted to join you today at the Autodesk Hong Kong BIM Awards 2025. My heartfelt congratulations to all the awardees. Your achievements reflect not only your dedication but also the transformative impact you are driving in the construction industry.
The revolution of Building Information Modelling (BIM) has transformed our industry, moving from lines to objects; from silent drawing to intelligence and collaborative models. BIM has provided construction projects a shared language, seamlessly connecting architects, engineers and contractors. It enhances collaboration and visualisation across the entire lifecycle, allowing us to see the full story before a single brick is laid.
With the advancement of artificial intelligence (AI), we are entering a new era. AI is not only reshaping industries worldwide, but also unveiling new opportunities for innovation and growth. When combined with BIM, AI elevates construction to the next stage, which can process vast amounts of data with speed and precision to deliver predictive insights, smart recommendations and powerful visualisations. It enables more responsive, adaptive urban management, strengthening Hong Kong’s position as a leading smart city and delivering tangible benefits to citizens, public services, and partners.
The policy direction of the Government is promoting “industries for AI” and “AI for industries”, underscoring the need for all sectors to adapt and thrive in this evolving landscape. We appreciated seeing the adoption of AI in construction and engineering, including autonomous robots that perform high-precision tasks like welding, ceiling spraying, and wall plastering with consistent quality. When combined with Internet of Things, AI is transforming building operations. By analysing and learning from large historical datasets, it can uncover trends, forecast energy demand, optimise building systems, detect faults, and enable predictive maintenance. These innovations are not only improving operational efficiency but also strengthening cost control and project management.
The Government adopts a multi-pronged approach in fostering the development of AI, from strengthening digital infrastructure, cultivating and attracting talents, enhancing the research and development (R&D) capabilities, and promoting AI-related industry applications.
Key initiatives include the Cyberport’s AI Supercomputing Centre, which is rapidly scaling up to the computing power to support diverse research and industry needs locally. Complementing this, the $3 billion AI Subsidy Scheme makes advanced computing power accessible to local institutions and R&D centres for breakthrough scientific and application projects. Another $3 billion Frontier Technology Research Support Scheme aids universities to attract world-leading researchers in frontier technologies, and the Hong Kong AI R&D Institute, launching in 2026 with $1 billion in funding, will promote comprehensive AI research and use case development.
Recognising the critical importance of ethical AI use, the Government has refined an Ethical AI Framework for the applications of AI and big data analytics and released the Hong Kong Generative AI Technical and Application Guideline to provide practical operational guidance in the application of generative AI technology. Furthermore, an AI Efficacy Enhancement Team was established last month to coordinate government departments in pioneering impactful AI projects while upholding ethical standards.
Hong Kong has risen from seventh to fourth place in the International Institute for Management Development (IMD)'s World Digital Competitiveness Ranking 2025. This achievement reflects the strength of our collective innovation and collaboration, as we have done here today. Let's carry this momentum forward. As we build a smarter and brighter future for Hong Kong and serve our country, I encourage all registered voters to cast your vote in the Legislative Council (LegCo) General Election on 7 December. Together, we can shape a more prosperous and better future for our city.
