Vertical Plumbing Line Diagram Electronic Service Platform

The Breakthrough

As Hong Kong is advancing the development of digital government (or Smart Government), modernising and streamlining application process has become essential. Since September 2020, applicants can electronically submit Vertical Plumbing Line Diagrams (VPLD) and supporting documents for simple cases, including catering businesses, to Water Supplies Department (WSD) for approval.

In April 2025, the WSD launched a VPLD Electronic Service Platform for catering businesses. The platform assists plumbers automatically generate VPLD that meet WSD’s requirements, significantly improving accuracy and efficiency. The platform also provide a one-stop shop for applicants to submit a full set documents of water supplies application.

Looking Ahead

VPLD Electronic Service Platform is a key component of WSD’s broader digital transformation, led by its newly established Digital Water Office. The office is dedicated to advancing smart water infrastructure, integrating digital tools, and enhancing customer service for Hong Kong residents and businesses.
