Ir Leo: Intelligent Chatbot for Explosives Licensing
As part of Hong Kong’s ongoing digital government transformation, the Civil Engineering and Development Department (CEDD) has launched “Ir Leo”, an intelligent chatbot designed for the Mines Division to streamline the handling of explosives licensing enquiries. By merging artificial intelligence with public service, “Ir Leo” provides smooth and 24/7 support for stakeholders navigating the landscape of explosives licensing, with the following key features:
- High Accessibility: Provides 24/7 responses to enquiries on licensing requirements, application status, payment procedures, and regulations.
- Humanised Interface: Offers user-friendly interface facilitating user navigation and retrieval of relevant guidance notes and application forms.
- System Integration: Connects to the Centralised Explosives Licensing and Management System (CELIMS) to facilitate e-application and status tracking.
- Comprehensive Support: Delivers precise information about various licence types and processes under Mines Division.
Ir Leo generates key benefits for the licensing ecosystem. Explosives operators and consultants can access immediate answers to licensing-related questions, eliminating waits and reducing risk of misinterpretation. For CEDD, automating routine enquiries reduces frontline workload. This allows them to focus on complex applications, optimising team productivity and improving service quality.
With Ir Leo’s launch, CEDD provides a digital assistant that delivers instant, standardised guidance, ensuring compliance transparency and increasing efficiency for trade. Ir Leo demonstrates CEDD’s commitment in digital government, supporting trade stakeholders with intelligent and accessible services, and embodies Hong Kong’s vision for a smarter, safer, and business-friendly regulatory environment.
