“Smart Silver” ICT Outreach Programme for Elders (2025-2026)

Background

The “Smart Silver” ICT Outreach Programme for Elders (Outreach Programme) has been regularised from 2018-19 onwards. The previous three rounds of Outreach Programmes were completed and well received by the participating elderly. The current round of the Outreach Programme openly invited non-profit-making organisations (NPOs) to apply from January to February 2025. After assessment, three projects were selected for implementation from May 2025 to December 2026.

The non-profit-making organisations (NPOs) that assist in implementing the Outreach Programme will launch various activities through their service network to let elderly experience digital living. The activities include teaching elders to use applications closely related to daily life to enhance convenience and strengthen their connection with the community. Funded NPOs also conduct interactive training with the elderly through the use of smart robots and reaction lights, allowing them to experience the benefits brought by digital technology and encouraging them to use more digital technology. Funded NPOs will also organise mobile outreach service station activities in all districts across the territory to proactively introduce common mobile applications to elders, answer their questions on the use of smartphones and provide anti-fraud information and cyber security tips.

The Hong Kong Chinese Women’s Club
  • To teach elders in using various digital devices, enhancing online safety and scam awareness;
  • To assist elders with instant messaging and social applications, paired with virtual tour, to enhance technology experience and social interaction;
  • To engage elders in cognitive and sensory activities using VR/AR games; and
  • To promote physical wellness through interactive exercises assisted by smart robots.

Tung Wah Group of Hospitals
  • To provide digital training and support to teach elders digital device and application use, enhancing their digital engagement;
  • To set up digital resource hubs with digital devices and on-site teaching to promote digital skills;
  • To use smart pets for emotional companionship and physical rehabilitation for elderly people with dementia; and
  • To provide home-based systems combining exercise and cognitive training to enhance elders’ physical and mental well-being.

Yan Chai Hospital Social Services Department
  • To teach elders to use applications closely related to daily life to enhance convenience and strengthen community connections;
  • To provide tablet lending and technical support services to assist elders in becoming familiar with technology;
  • To design interactive training activities (e.g., smart robots, reaction light) to strengthen the elderly's muscle strength and coordination ability; and
  • Use smart bracelets to record daily health data, helping elders utilize technology for more effective health management.
