Keynote Address by Ms Cari Wu, Acting Assistant Government Chief Information Officer (Industry Development), at the “Autodesk Hong Kong Building Information Modelling (BIM) Awards 2023” (with photos)

Good afternoon everyone! It is my great pleasure to attend the Autodesk Hong Kong Building Information Modelling (BIM) Awards Presentation Ceremony today to celebrate the achievements of our awardees. I would like to express my heartfelt thanks to Autodesk for its endeavour in organising this annual event. In addition to recognising the outstanding achievements of the awardees in adopting BIM technology in construction and design, the Awards also provide a platform to foster new ideas and best practices, as well as cultivating a more data-driven culture which can result in greater efficiencies in areas including facilities management and building performance.
As we all know, BIM is a key tool in the digitalisation and transformation of the construction industry and can enhance the design, construction, project management and overall productivity of the industry. It is also an essential technology that helps bridge communications among the architecture, engineering and construction (AEC) sectors. To drive BIM adoption and enhance the overall productivity of the AEC sectors, the Government has mandated the adoption of BIM in major government capital works projects since 2018. In addition, the Government is also gearing towards the integration of BIM and Geographic Information System (GIS). Just in this June, the Lands Department released the “BIM and GIS Data Integration Guidelines” to provide a reference guide for facilitating the conversion process of data from BIM to GIS. It aims to facilitate interoperable geospatial data management and seamless integration of GIS data derived from BIM into 3D indoor maps to support various smart city applications requiring 3D geospatial data.
To expedite technology adoption, we launched the $1 billion Construction Innovation and Technology Fund (CITF) in 2018 to promote the use of innovation and advanced construction technologies. To continue driving the industry towards innovation effectively, we injected another $1.2 billion last year (2022) to support the continued operation of CITF for a further five years. Besides, the Policy Address this year (2023) announced that the Government will devise a roadmap on the industry’s use of BIM in preparing building plans for submission to departments for approval. The Construction Industry Council will also continue to develop suitable standards and training courses to drive wider adoption of BIM technology in Hong Kong.
Before I close, I am very grateful to the organiser for providing the venue and allowing my office to set up an iAM Smart mobile registration counter at the venue. I would like to call on everyone to actively register and enjoy the convenience that iAM Smart brings to everyone’s lives.
A few more words please. I am sure you all are well aware of the upcoming District Council Election to be held on 10 December. Please cast your ballot, and also encourage your family and friends to cast their vote on 10 December for a better community.
Ladies and gentlemen, BIM is transforming the AEC sectors, its benefits are undeniable, from improved collaboration to increased efficiency. I encourage all of you to join hands with the Government to drive further adoption of I&T for the continuous development of the industry. Last but not least, my heartfelt congratulations to the winners of this year’s Awards. I look forward to your continuous endeavour in the adoption of BIM in Hong Kong.
