Description:

The DPO is inviting proposal from interested parties in participating the public-private collaboration (PPC) arrangement to set up Wi-Fi facilities at government venues to provide free Wi-Fi services to the public.

Closing Date/Time:

12:00 noon on 9 January 2026 (Friday) (Hong Kong time)

In case tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or the “extreme conditions” announced by the Government is/are in force for any duration between 9:00 a.m. and 12:00 noon on the closing date, the closing time will be extended to 12:00 noon on the next working day.

All time references are Hong Kong time.

Submission of Proposals:

Interested parties who wish to respond to this invitation should prepare a submission in English together with their selected venues in accordance with the format at Annex A and B of the invitation document. Submission in hardcopy (two copies) and softcopy (two copies in two CD-ROMs/DVD-ROMs/USB flash drives) should be placed in a plain sealed envelope marked “Submission for Invitation for Proposal on Provision of Wi-Fi Services at Government Venues under Public-Private Collaboration Arrangement” and delivered to the following address no later than 12:00 noon (Hong Kong Time) on 9 January 2026.

Site Visits:

Site visits to the Government Venues will be arranged from 18 December 2025 to 5 January 2026. Interested service providers wishing to join any site visits should complete the Annex D of the invitation document and return by email to ppcwifi@digitalpolicy.gov.hk on or before 31 December 2025.
