ICT Outreach Programme for the Elderly (2021-2023)

Background

The ICT Outreach Programme for the Elderly (Outreach Programme) has been regularised from 2018-19 onwards. The Outreach Programme launched in December 2018 was completed in July 2021 and it has been well received by the participating elderly and residential care homes. We therefore, have launched a new round of Outreach Programme in 2020-21.

Non-profit-making organisations (NPOs) were openly invited to submit applications from December 2020 to January 2021. Six applications have been selected for the implementation of a two-year project which commenced in March 2021. More interesting technological elements are incorporated into these activities. Funded NPOs conduct activities through their service network to introduce digital technology to the elderly.

This round of Programme was completed in March 2023. It had visited more than 200 residential care homes and day care centres, with over 11 000 elderly people served, including some 1 700 with dementia. Moreover, funded NPOs have, on a pilot basis, set up mobile outreach service stations in community locations (such as in the shopping malls and peripheral areas of housing estates) during end-2021 to early 2023 to proactively assist elderly people nearby in using mobile applications and answer their related enquiries. Over 1 700 elders had been served in the 23 mobile outreach service stations.

Target Beneficiaries

Institutionalised elderly, hidden elderly, elderly people receiving day care centre and home care services and elderly people with dementia.
