Two-year ICT Outreach Programme for the Elderly (2018-2020)

Background

In light of the success of previous ICT Outreach Programmes and the ageing population, the then Office of the Government Chief Information Officer (the then OGCIO) regularised the outreach programmes from 2018-19 onwards. To allow more flexibility for participating non-profit-making organisations to plan for outreach activities in training more elderly people (including those with dementia) to be ICT literate, the two-year programme (2018-2020) has been extended to 24 months (as opposed to 12 months previously).

Non-profit-making organisations were openly invited to submit applications from July to September 2018. Six applications have been selected for implementation commencing from December 2018. To facilitate the elderly to continue their learning of digital technologies during the fight against COVID-19 epidemic, digital outreach activities have been organised through remote learning.

This round of the Programme was completed in July 2021 with over 7 500 elderly people served, including some 1 200 elderly people with dementia. Personnel from the funded organisations have visited some 100 residential care homes and day care centres throughout the territory, and arranged outreach visits to the hidden elderly in the community and elderly people receiving home care services.
