As Hong Kong continues to advance digital government services, the Electrical and Mechanical Services Department (EMSD) has introduced a Regulatory Services Chatbot, with their mascot “Witty Bear”, that provides general enquiries on Energy Efficiency, Railway, Lift and Escalator, Electricity Safety and Gas Safety.
By offering an online self-service channel supporting free-text questions and related-question prompts, the chatbot understands and responds in Traditional Chinese, Simplified Chinese, English, or a mixture of the three. To provide a natural, conversational user experience, the chatbot also understands common Cantonese idioms and spoken expressions.
Driving Business Facilitation and Operational Efficiency
Witty Bear supports business facilitation by reducing the effort required to locate basic regulatory information. Instead of searching across multiple webpages or waiting for manual replies, business users can make enquiries through a single conversational interface. This helps reduce uncertainty, supports better preparation for compliance-related actions and allows businesses to make faster informed decisions.
For EMSD, Witty Bear also helps channel routine enquiries into a digital self-service mode. This can reduce repetitive frontline handling and allow staff to focus on more complex, case-specific or technical matters.
